It has been estimated that less than 15,000 of these perf 11 rotary press stamps were ever released. Originally intended to become coil stamps, a small number of imperforate sheets were rejected and set aside as “waste”. Rather than destroying them, the government perforated them (perf 11) and released them – creating the rarest 2¢ Washington variety. US #595.
